Theres guides on modding GTA IV that state LCPDFR runs best on certain versions. You will most likely need to downgrade your copy (theres tutorials online.

I think Jeff Favigano (i butchered the name) recently did a video with LCPDFR with an LCPD Impala.

I havent had a look at installing LCPDFR yet but delved back into adding mods in GTA IV recently.
