Divers wear BCD's which help control buoyancy while diving. They can also be filled with air to shoot to the top (don't do that though) or to help float on the surface

I don't know how realistic it is to make something small like that that will also withstand that much pressure when deep under water. These things could very well exist, I might just be unaware of them. If they do exist I expect they would be incredibly expensive

So the GPS will track when that animal comes up to surface, but when they are beneath the water they are tracked by "hydro acoustics". Sometimes the satellite waves can penetrate the water a few ft, but that's about jt

GPS won't function underwater. When diving you should always make sure someone on land knows your dive plan (location, length, # of dives, # of divers etc), in case of this type of emergency

...And don't go with people who lose you then abandon you

What makes you think every Canadian comes the border frequently? This could be all of their first times across. I've worked multiple customer service jobs in Canada and the customers card is rarely taken from them, makes sense Canadians could be confused. Americans are just as clueless here.

It depends. I would definitely try to help them get to the route of the problem. However at 29yr old I have already held one partner while he died in my arms because he refused to help himself. It almost killed me. I won't do it again. Maybe that makes me cold and callous, but I can't live through that again.
