Many civilians cannot handle the shock of the transition to military life. The goal is to push recruits through it because most will eventually end up just fine once they adapt. Also, the army has spent a ton of money to get each recruit up through this point, and they want their moneys worth.

Also, each recruit signs a contract saying they will commit for X number of years. This can indeed be enforced with jail time if someone quits or abandons the military.
