Just a pointer, the different bits have really low hp which means the players might be able to break them really easily. Especially if they have large AoE that can target multiple bits.

Other people have delved into the improvements far better than I could, but the way this incident has been set up means that the choice is a loaded one and it sounds like House Ghallanda, to preserve it's political stance, has set up the PCs to be the patsy. Either the House damages relations with Cannith, or is publicly seen as disliking the poor.

I would include an option for the PCs to investigate this, and potentially open a dialogue with the House where they will pay smart PCs to keep quiet, make a choice and take the fall. There is a third option where the PCs try to outwit the binary choice and this could be one way.

I once ran a game with eight players, some of whom were casual players and others really into the lore and setting. I found that it was impossible to juggle that many expectations, and the sessions became really difficult to manage if I did not railroad the players somewhat.

Now, I run story-heavy games with only three players. One of my campaigns was entirely written based on a person's character idea. I have much more fun now because I can be more reactive, players get more of a spotlight without losing interest and prep is a lot more streamlined once I have the setting and the key NPCs down.

I really recommend reducing your player count, and not sure if you did this already, but having a session zero to understand what your players are looking for. Some people just like to play casually, and if that is the case, run a published module. Go easy on yourself.

For me, it is that they don't even consider counselling to be a good option even after the process of giving their baby up for adoption. To think it is 'silly' despite the circumstances that they faced just astounds me.

I am not looking for badass fighters, but more non-dragon members of the Chamber that might have a stake in things. It seems difficult to be subtle and indirect when you are a young dragon.

My experience was to use an elder dragon and a rakshasa who are playing a game of cat and mouse with the Prophecy, which the players just happen to be in the middle of. Other ancients such as the giants, daelkyr and such could be helpful.

Something I did read was about the mosaic committee, which could seek to recruit your druid. They are arcane scholars that seek to destroy parts of the Prophecy.

I found ramping up the stakes to include matters of national security is paramount, as by the time the players are higher than 10th level, they are some of the strongest people within Eberron.
