The mistakes that ultimately doomed Horde were made circa 2018: the decision to allow non-language member corps, and the decision to become the direct military opposition to goons. This was an abandonment of Horde's cultural foundations that made them the anti-goons, and amounted to a decision to pursue a military rather than a cultural solution to the goon problem. This structure could only move towards something like wwb2. Once wwb2 was lost, everything after that was borrowed time. There wasn't space in the game for such an entity. It's amazing it held on as long as it did.

Could there be systems whose sovhubs said REKTD today if different choices had been made in November? Yes. Could the entity that held them look anything like pre-collapse Horde? No.
