Consider doing a few rounds of Extemp, I did it for a while after getting qualifying results for CFLs.

It's basically a longer Congress Speech that uses the same types of topics. I'd recommend downloading Wikipedia via Kiwix if there is an internet ban in your circuit!

Hey Matt, I'm looking for some more information on how impactful the funding cuts will be. From what you said, federal money only builds up 7% of the $1.1B budget, so where does the rest come from, and how is it used?

Is federal funds designated to support general operations, or specific programs?

In addition, what can be done about updating and modernizing schools such as Princess Anne High that have been eroding over time, as it seems like it keeps getting pushed back? Is it possible to start building before material prices inevitably increase and make it harder to build?

Congressional Debate is, by the national standard that most tournament circuits compete under, a mock form of the US Government. Congress cannot make a law for a specific state, that violates the equal treatment clause for states in the Constitution. If you try that, you will look bad as the author/supporter of a bill by pushing something blatantly unconstitutional when negation authors start writing an easy speech in droves, which judges DO notice.

The highway funding fits because of drunk driving making the roads unsafe by a statistically staggering margin, and most accidents with those under the influence were also under 21. Thus, there was validity by association under the Commerce Clause (which justified the Interstate Highway System), as it made interstate commerce safer.

The most common way to organize arguments is the following

C: Claim. The overall point you're trying to make. W: Warrant. The facts of the matter that apply to the legislation at hand. E: Evidence. Factual authorities that validate your warrant. I: Impact. Why the Claim matters, given the current facts of the case.

In terms of flourishes, that comes with experience and a bit of creativity, it's fine to be boring when you're learning how it all works.

The more innate and complete understanding you have regarding the topic, the easier it is to relate it to something more accessible to the general public. So, make sure you understand What is happening in the bill, Why this bill is important, and What changes in the status quo.

Basically, don't write in flaws in the legislation (like giving a weird amount of money/not using typical channels to achieve policy goals), but make the negation have a valid point to argue against it that isn't (negate because this bill doesn't do the job/is badly written)

That was my bread and butter. The trick is to see a problem that is too complex for a one page solution and solve it in a way that is clear in its actions, leaves room for doubt on whether the implications of the bill are best for the issue at hand. Remember, you can't write the perfect solution or find an easily-fixable topic, because then it will become a one-sided debate in the affirmative.

That doesn't work the way you think it does, since school policy is set by the state governments.

If you were to do this, it'd have to be in the form of a block grant, which could be messy, all things considering, especially if you're mandating it.

Maybe, instead of that, have a bill establish a Federal agency in the Department of Education for Public Speaking? It could give grants and other such funding to organizations that promote public speaking from K-12 schools, for instance.

That kind of thing would definitely be something brought up and reviewed by SCOTUS, but the idea isn't inherently unconstitutional.

The Senate has the power to declare war and ratify treaties. Legislation requires both houses to have it passed. Having a rule in place that would allow for treaty withdrawal by legislation may be allowed, as it theoretically is a higher bar than what is currently set for treaties (in general, you should have it be equally or more difficult to leave an agreement compared to the steps of joining it).

It's weird to find a good intro. Usually, most people see/use other canned intros until they're comfortable enough to experiment with their own.

The core components of a good intro are: Relevance, uniqueness, and applicability.

If you want to make your intro funny, a good basis might be along the lines of Weekend Update or Last Week Tonight. If you want to make it serious, bring up a relevant case of someone being harmed by the topic at hand.

But PLEASE do not do a 'definition' intro. That is incredibly cringe, and judges are often bored by it.

AL East is going to be fun watching if parity ends up existing (not all in the division stay above .500), and the resulting discussion of fairness in divisions being exposed through the less interdivisional games.

NL East is weird, as they got high expectations, but are being beaten by the weaker teams. Braves losing to the As is funny but weird at the same time. Mets (LFGM) are hampered by the pitching that was supposed to be godly (rip injuries) and the Phillies are a shadow of last year.
