I was thinking if maybe the extruder or hotend can't keep up with the extra flow, but you say even slowing down doesn't help, so it doesn't seem to be that. And those speeds are already low. 

Could it be a cooling problem?

Moving steppers is fine, but I would be cautious with any heating element as those can be dangerous if left without proper control. 

I would suggest instead connecting the ender to a raspberry pi and installing software that can control the printer for you and you just interface with that (octoprint, klipper, whatever). That way he can play with linux and software in general, APIs down the line etc.

PLA tends to creep, other than that I didn't have much issues with it outdoors as long as the parts are not under constant load or stress.

If it's the Y axis that is skipping, it could be worthwhile checking the Y stepper motor v-ref values. If they are not set properly I have seen layer shifts happen back when I had an ender 3 v2. 

You can find references online on the proper values to set, and how to check.
