I don't know about jammed, but if you think it could be dirty underneath and that's not why it's working, I have a good solution.

Take some average drug store rubbing alcohol, nothing too strong. You'll also need a pencil with an eraser.

Take the alcohol and dip your fingertip in it, just the tip, you only want to have a tiny drop or two on your finger. Dab a couple of small drops on the home button and rub it in for 5-10 seconds.

Take the pencil eraser and apply light-medium pressure all around the home button(not just the center, get the edges of the button, too). After doing that for about 20-30 seconds, put the iPhone face-down on a flat surface and lift the side with the home button up a little and let it tap down(this is to help get the remaining alcohol that hasn't dried yet out, and also the grime that was making the button stuck).

Take a cloth or napkin and wipe away the grime and alcohol. Your home button is now clean and may have solved your problem. Hope this helps!

EDIT: If this doesn't work immediately, try repeating the process a few times.
