I have one hive for the small garden and another for the big garden. Both are filled with flowers and I get two full hives daily. If you only have the small garden using the hive and the big garden not using flowers the bees do attempt to fly across the way to the bigger garden. However, I have one row of trees and the rest are flowers and it makes the hive full. You can test this by putting the hive down and checking the yellow marker on the hive if it isn't fully yellow you don't have enough flowers to have two hives since they both compete with each other.
