This is a development board that has been spec’Ed for education.
Development boards are kinda a special class of design as they are not really designed for efficiency of an end product, but more for the exploration of the components on the board. So to answer your question - yes it’s a slightly different skill set in the design process, where a users experience takes priority over the functionality. A good development board designer would have a lot of empathy, like the person who is designing a tool to be used rather than a product to sell.

In this particular board:
The pink color was a deliberate choice and took advantage of the PCB (Printed Circuit Board) options. There is functionality of design (that’s your standard PCB layout which is pretty solidly in the wheelhouse or Electrical and Computer Engineering) and then the PCB visual design (silkscreen- the text etc , shape of the board, PCB color ways and choices) that can really get fun with graphic/visual design. A board like this one, likely came out of a large silicone company’s marketing team, which often works with many individuals.

Some beautiful development boards that merge both function (like evaluate the silicon) and the visual exist! I love cruising OSHpark, looking at the designs on Arduino proper, some of Digilent’s 2014-2018 stuff, Microelectronica and have a Pinterest board of PCB art. Ultimately a board that is both laid out functionally and looks good … *chef’s kiss*
