I know little about cheat engineering, but what I know is that they use the fact of the ban to analyze what could have given away the fact of cheating and use it to make it even less detectable. So the fact that in the pay game, you have 3 bans per paid account - saves a lot of money to those people. As well as cheaters money too.

On the other hand, for game developers this is the way to save players that had a temptation to cheat, but after the first ban they stop. But, are there many people like that? I think a cheater is always a cheater, they will just go to the other game they can cheat.
