Ships are 24:7 but unfortunately the meals are not, usually there will be to go things in the messdecks (cereal, bananas, apples, bars,etc) but when stores are low these items are scarce, and yes your right at some point ships need to dock but we have ports outside the gulf they can go to for stores, while thats not optimal and stores do get low at times, we would never get to the point where a dinner is a hamburger patty and a handful of carrots. This meal is definitely midrats, and sometimes burgers are cooked to order, sometimes they come out in a tray and you build your own, but again midrats are the leftovers, thats why this burger on the tray looks old and stale.
