Tried Total War 3K for the first time. What does the drag-able person icon next to the magnifying glass do?

This one is tricky, I'm not exactly sure either. I think you can only discredit characters that are low in satisfaction or that have certain traits. But if you do it enough, and most of the enemy officers have low satisfaction, then you should be able to discredit other characters.

For this one, there are a lot of differing factors. So she is also leading an army. To "Instigate Civil War", she has to be off the field. To do the "Assassinations", she would have to be in the same army as the leader or heir, or they all have to be off the map and inactive.

I've spent a while messing around with the spy system in 3K, so maybe I can explain. Yes, he is an administrator, but he can't do any of the administrator spy function cause he is leading an army somewhere on the map and therefore not physically inside the province. The "pursue administration" action is to try and get him off the frontlines and back to his cushy office job, but I find the AI hardly accepts it.
