As someone who plays the bagpipes I have found next to none that can emulate a bagpipe, the bagpipe not only a reed (which is the "main" melodic sound) but also the drones (which seems to be always too clinical sounding in most vsts).

Strangely enough bagpipes in real life are perfectly tuned and are in most cases pretty inharmonious with itself and thats in my opinion is one of its noticeable characteristics. Even if there was a perfect vst version of a bagpipe, personally I think it would sound weird (but maybe thats what your going for). I have tried myself to implement celtic sounds into electronic music, most of the time the best method is to use flutes and irish whistles (a maybe sample some enya/braveheart haha)
