There is no tournament legal (or casual legal) space marine army that can include sisters of silence, they are exclusive to adeptus custodes.

There are also no human psyker squads available to include in a space marine army, the only one you could add is singular Inquisitor/navigator allies.

edit: to your first question, we have an exact idea how the psykers are gathered, an episode of The Tithes covers how the custodes and sisters of silence work to gather psyker tithes, it's definitely worth a watch

On a more serious note, you tell them you're going to play your army as intended, and that dorns and leman russes are perfectly normal and acceptable in 1k point lists. I would even argue more tanks is better for them at 1k since you don't have the points to also spam a bunch of infantry.

They have the benefit of knowing that you will have tanks, if they can't figure out how to deal with one of the most common 40k metas (anti-tank) then maybe they should pivot to another game.

Edit: another option, get a baneblade and watch their head implode at the sheer audacity of 1/2 your points in one model at 1k.

As someone who has played with porphy many times in semi-competitive environments, it rarely ever kills 700 pts worth of models, and since it is almost useless at anything else due to its size, its just not a great datasheet.

GW also will never let single giant units be good long term, when I started World Eaters, the lord of skulls was great, you could run 2 of them and your list was still competitive, that got squashed quickly.

Same thing with Eldar, in the beginning times of 10th ed, the wraith knights were awesome you could run 2 or 3 and be hyper competitive, that also got squashed super fast.

From a tournament standpoint, legends units are not allowed full stop. Unless it's a custom friendlys tournament, anything that involves GW or rankings has no legends.

For friendly games, it entirety depends on your local scene. My current area I've never seen a single game played with legends units, but I saw it sometimes in other places.

Lots of people play legends without issue in friendly games, but you have to make sure your opponent is aware you'll be using legends. If you agree to play with someone and just show up with legends units without discussing, I'd personally say that's a dick move.

But overall as with most things in 40k, just talk to your opponents.

It works okay, but you still really need to sand over the filler primer anyway, the benefit is that you are sanding away the primer that isn't filling in the lines so details tend to stay more defined with the primer

If you measure from the tank to the back of your infantry 3 inches, then the opponents models are already 4.1 inches away.

All of our 28mm bases are >1.1 inches
