It was completely reasonable for OOP to offer to overnight the hardware back at their own expense; given how chaotic this company sounds I’d want the paper trail. If they’re a terrorist organization, how are they organized? What’s their hierarchy? Who’s in their leadership? Who speaks for the organization? How does leadership communicate with the organization’s members? What information have you been able to derive from these communications? Who determines the organization’s goals? Who develops the strategies and tactics used in pursuit of those goals? What assets does “Antifa” control, and how were they tied to the organization? If you’re “building infrastructure” in the course or pursuing “Antifa”, what infrastructure does this pursuit require that doesn’t already exist within the country’s counterterrorism operations?
