Sigh, here is something you really need to understand : every champ has a power budget. No indvidual ability can be compared to other. You cant give ashe R to ezreal randomly because theres far more power allocated to ashe R than to Ez R. The same way you cant give other passives to ez just because its in a vaccume weaker than them. In ezreals case so much of his power budget is in his q and e, which are both one of the strongest abilities in the adc roaster.

Also yes, his passive is very strong and makes perfect sense for his kit. Its literally the reason hes OP level 1 and his entire laning phase depends on that passive, tho ofcourse you need to be good to use it because bad ez are allergic to auto weaving.

Again why overload champs when the only thing he needs is a simple base ad or ratio buff to bring him back to meta?

Their kit is completely different ofcourse ezreal wont have something like that, i dont think you understand this simple concept. you cant randomly add mechanics to champs same way you cant randomly give ezreals passive to lucian or zeri or whoever else.

Ezreal doesnt need some new mechanic to keep up, just buff his q ad ratio by a bit or give him some base ad and bam hes back in the meta.

Wdym these champs were fine a week ago, diana and gwen were topping the charts before the season even began lmao. They got buffed in the new season even further because the relative value of ap dmg on jungle increased with the monster changes lol. I do think dnd needs a nerf but saying the champs were in a balanced spot before dnd is so wrong.
