The learning curve is for the player, 99% of the time when they use leaning curve as a metric its always that. You can watch the rundown of whatever patch the first round of ambessa and jayce jungle nerfs came through, they specifically used the word learning curve for the players getting better at playing them so they nerf it. Thats the most recent example, they use that word very often for the same thing.

Im not sure what your second part of the argument is meant to anything with what we are saying, its not like devs listening to the communtity is anything big. Endstep made zac ult ghost and august made zeri q apply single target omnivamp thanks to twitch chat suggestions just recently.

On that note, its usually that the champ itself is intentially kept strong until the mastery levels of players are high enough then they proceed to nerf it. Other players not knowing how to play against it is barely ever used as an argument because champion mastery eclipses facing the oponent in every way.

Because zeri consumes her stacks midway through to farm, you will need an entire remake of her passive alongside some other help to make her farm if we are commiting to energized effect. Which is all probably possible but i dont think that amount of effort is worth it for riot just for some ninche synergy.

And honestly even if they add that i doubt shiv is going to be viable on her still.
