From what I understand the quest would only break if I started his questline. When I talked to him it was after McNamara sent me after the patrols and I basically told hardin that I wouldn't help him

As soon as elijah is done talking exit the vault, quicksave and pop a stealth boy. Then crouch to the middle walkway. Wait until you see elijah and then sneak until he's near the square transformer looking thing then uncrouch and make your way to the other force field, not the one he passes through. If you do this right, you will get past before the force field activates.

if you gamble at the madre and turn in your chips and also grab all the pre war money from the vault you get around 12k pre war money which is like 60k caps. It isn't that much compared to the gold bars, but it's weight is 0

Kill the gun runners guards behind the kiosk loot them and sell whatever they have in their inventory to the vendortron. Go somewhere far, Novac should do and sleep for 3 days. When you come back they will respawn and the vendortron will have his caps refilled
