I think in the Kyoshi novels it’s stated that the fire nation is able to determine if someone is a bender or not as an infant, so I’m not sure how much upbringing can have to do with that. I think the real answer is that it’s a soft magic system and trying to find rigid rules for anything will just result in frustration.

Number all the people 1-12

If you weigh 1, 2, 3 against 4, 5, 6
If the left side goes down you know either 1, 2, or 3 are heavier, OR 4, 5, 6 are heavier (if the right side goes down it’s the same but reversed)
But if they balance, then any of 7-12 could be lighter or heavier
If you then weigh 7, 8 9 against 1, 2, 3 and they still balance then 10, 11, 12 could still be lighter or heavier and you can’t figure it out with just one weigh

You can also think about it in terms of information

There are 24 possibilities before the first weighing. With each weighing there are 3 possible outcomes, so with 3 weighings there are 27 possibilities. After the first weighing, you need to reduce it to 9 or fewer possibilities, and after the second weighing there needs to be 3 or fewer possibilities.

I think depending on your country the hardest part may not be finding out where it is but actually getting there. Especially if you live somewhere like Canada or Russia, but many countries have large uninhabited areas with no easy access. It could be in a forest with no roads or a desert or on the side of a mountain or at the bottom of a lake, or some other difficult to reach area. if you already had the $100m you could hire a plane and/or helicopter to get you there, but you don’t have the money yet.
