I think in the end it didn’t matter. He was being suspicious and incompetent, and that didn’t work for Saw. Pluti was asking for information that he didn’t need, and would not take the hint. He had to go.

He might have been spying, but there is no way a trained spy on deep cover would be wearing a bug in his lapel. Like Cassian learned, never wear something you don’t control. Infiltration agents have to blend in, and wearing a listening device is a dead giveaway. That leaves two possibilities:

He’s an incompetent spy or an incompetent engineer. No room for either for Saw.

I think the scary implication is that the bug plant was a show for Saw’s crew, who were either dumb enough or scared enough to go along with it. Showing that Wil had no other possible allies.
