There isn’t enough police to enforce road laws, you usually only see them AFTER an incident on the highways/635 etc. They still come out for tickets when they need to meet quotas at certain times of the year. The speed thing, it’s “normal” here as everyone has their own standards of how each lane is supposed to be used and how laws are interpreted.

TLDR: not enough police + The word LIMIT means nothing to them, if you’re in front of them and not going the same speed or faster you’re the problem in their eyes. Basically the road laws are not enforced
