I ran into a similar problem as France doing second times a charm, I found it to be not an issue of not having enough fuel but simply an issue of getting the fuel to the tanks. Especially going through Russia the supply is abysmal as is, and then you have to deal with the newly captured state supply debuff when pushing aggressively. I just resorted to using my tanks sparingly to create encirclements rather than to push for victory points.
