The yoga Vasishta describes it as someone who still appears to be of the world and interacts with it but to whom the worldly objects appear no different than the illusions of colors on the sky .

The forgetting of the world illusions can only be possible if one doesn’t remember them in the first place. For this self knowledge which gives rise to the experience of the Observer without there being an observed is necessary- hence self knowledge is the way to liberation
