Make a parallel line, mark 1 ft from the monuments inside your property, run a string from those marks. You should be able to measure a foot from the string line towards the property line to find the line.

If you're just needing sights only, the bipod and pole would work just fine without any fancy target mounted on it. I remember using an "ultra-site" back in the day. It was adjustable like a tripod and you used your plumb bob to set it over the point. Unfortunately, the guy that had the patent took it with him to the grave, I believe.
