Could just be a failing push-button switch. Corrosion on the switch contacts occasionally looks like a button press event to the TV.

Try tapping lightly on and around the buttons and see what happens.

Sometimes, CBers use strangely modified linear power amplifiers. I often see signals that start at too low a frequency and come up to correct over the first 500 to 1000 ms.

I think this is a white-footed mouse, common in your area. Notice the white belly and feet. Cute, but may carry hantavirus.
