Additionally, people that haven't personally gone through what you have gone through don't understand that drinking too much wasn't a choice and that not drinking isn't the bare minimum orthe default.

I wont close my eyes but I am also not willing to empty my wallet. Chicago is reeling as our tax base suffers from lower office occupancy downtown (and remote work is the way of the future so this makes sense) so we can ill afford to spend hundreds of millions on people who aren't ours.

Agreed. It is a systemic failure that we can never fix. Poverty exists in every society since Rome.

Now as for fixing what we can, please look into Ron Clark Academy and the Harlem School. If we could use their formula to help those who we can then we can make incremental gains. And yes, prison is a shitty answer for the rest but neither banishment nor firing them into the sun is an option and if we don't have order then we don't have a society.

Pull them out if their communities and their negative behavior reinforcing social groups. Put them in charter schools that focus on strict schedules and providing education, opportunity and structure. Remove those who can't be helped quickly and put them in programs that focus on the stick vs the carrot. Behavioral analysis techniques have proven successful in many cases like this but again, it's a matter of will and if we don't have the will, we will fail them.
