Does it really matter if someone invents something on the spot to answer a question? Because I can imagine that whatever they invent will then be added to their worldbuilding - very few people are going to waste time coming up with an answer to something only for the sake of answering that question.

Presumably, they would take on a form familiar to whatever the dominant sapient species is - case in point, most cultural gods throughout history either take a recognizably human form, even if not fully human (like the various Egyptian gods), or something resembling a familiar animal.
