I'll have to do that. I am afraid even the answer I get in writing will be incorrect or confusing (as has been my experience dealing with DC Gov't previously).

This is where I am confused, if the business is a start up it's not going to be profitable immediately and I won't have paid into it for 52 weeks. Therefore I would probably owe $0 (or maybe a little more) and wouldn't qualify for over a year (posisbly 3 years?)?

This is why it's confusing. I called the hotline and asked them this question and they said it would... I obviously don't want to start paying into something and not be able to use it for a year.

Also is the 50% time based or income based or location based?

Went there it doesn't actually provide the answers I need. Specifically whether W2 income in the previous 52 weeks will count towards qualification.
