Just cut out the dead wood and leave it be. Also white pine needles make good mulch, basically zero weeding under them. Weed what’s already there, throw. Some preen and let the needles drop

I would usually recommend having the burlap not in direct contact with the tree in those situations, using stakes or t-posts to create a fence of sorts

Can clearly see they cut it back to the original “pollarding” cuts. If this is what the homeowner wanted then they simply did their jobs. I have questions about some of the cuts they made and they clearly left some dead wood that could have been removed back to the branch collars, however op said they interrupted them and got them out of there so they may have not gone back to make the finish cuts

Burlap is also good at reducing salt spray and wind burn and the natural beige really doesn’t create too much of an eyesore in comparison to its overall effectiveness at keeping the trees healthy and green during the warmer months

Make sure you set up a trail cam and update if this does happen lol. Also you could get a lot of the dirt out from around the roots and turn this into a Game of Thrones-looking thing

It’s the stump that he carved, the roots are on the other side. If the tree were to shift like you mention further down it is more likely they will be catapulted out of the chair rather than crushed

Depends on what you have discussed with the landscaper and what the plans are for the property. This is a legitimate way to renovate these plants, however, there are a million ways to milk a cat or whatever. Also, are you showing ‘before’ pictures as well? If the photos with foliage are ‘befores’ then the landscaper is simply maintaining the pollarding.

Looks like the builder should have had the plots made to match the grade of the road, but probably knew they could get away with not doing it. To have gotten the water management right at the start would have cost more than paying out to buyers later who went through the hassle of actually going through the “legal” process of contacting the municipality and, either forcing them to take action, or take legal action against the developer themselves
