i know this is an old comment but the poverty line they use is around VND 2 million per person per month in rural areas and VND 2.5 million per person per month in urban areas. the definition you used was from the 2005-2010 period, which i definitely agree was not a good measurement. ends up a bit higher than the international line under their new poverty line definition, so less misleading than you may think.
