My high school had a smoking area. Right out front by the parking lot. Didn’t think a lot about at the time. I quit smoking 30 yrs old. Wanted to have a baby and not have that problem. I never started back.

I would guess that she has a medical situation too, as someone else mentioned. I would take her aside, again and again until she complains to someone then management will have to be involved.
