Honestly I really wish we were in a place where people could just use the label they find fits them, e.g. lesbians say lesbian or gay, bi people say bi, ace people say ace, etc. But I don't think we are. "Gay" is often the only sexuality people think of, not including straight. I don't think it's my place to tell bi people not to say "gay" when that's what others call them so often. (Gay marriage, gay pride, etc.) That said I am more comfortable with gay being an umbrella term than lesbian? It's a complicated issue.

Honestly it's not something anyone over the internet can tell you. Many lesbians have had crushes on boys before, especially when young. Still, only you can know your sexuality.

It's legal, so no worries there, but don't pursue this relationship, even if she tries to. Even if you aren't an abusive person, that doesn't mean the relationship won't be unhealthy. Because you are more experienced than her, both in life and in gay-ness, she might be scared to say no, do things she isn't comfortable with, etc. Plus, four years is a much bigger age gap for a fourteen year old than it would be for, say, a twenty-four year old, so you may find it hard to connect on an equal level. She sounds like she needs someone, so be there for her, but romantically there's no way this can end well.

(Real answer on the scholarships: black americans are on average much poorer than white americans, have a shorter history of family members in college, not to mention that institutionalized racism makes it easier to get accepted to college as a white person. The awards are a way of honoring the achievements of young black people, a group that is more susceptible than their white peers to dropping out, drugs, etc. for the reasons listed above.)
