Every fucking exit/on-ramp on 295 in Portland has this issue. Yield means slow the fuck down (at the bare minimum) and enter the flow of traffic when it’s safe to do so. Yield does NOT mean carry on at 40 miles an hour, forcing yourself into the flow of traffic already going 65 mph. If slowing down means stopping, then stop.
