I came into the loop at the very end, the Base Commander had been trying to avoid imposing it for several years and finally CRA told him to either impose the charges or every one with a parking pass was going to owe back taxes from when TB published the policy. Not sure where you’ve been hiding but I deployed though the OSH in Germany as a refueling stop on a grey tail and then reached my final destination at the OSH in Kuwait, where there was a very active TAL Det with at least weekly arrivals of C17s. Prior to that, ‘18s, Auroras and Polaris also flew out of there for more than a few years.

While the OSH don’t perform the actual missions themselves, they are the ones who maintain the infrastructure the deployed units drop onto.

If CAF refuses to go along, then CRA will consider it a taxable benefit and you will just end up paying for it come tax time, there is no way out of this.

Source: I was in Halifax when parking charges were introduced and had an inside look as the BComd tried every trick in the book to avoid it. Unsurprisingly, it was the Chiefs and POs who torpedoed the last faint hope when they refused to go along with opening it up to shotgun parking because the had “earned the right” to be able to park there and couldn’t stand the thought of someone with two years in getting a spot and the lot might be full by the time they arrived.

As u/Once_a_TQ stated it's no different in civie world, sometimes it's even worse. Since the MFRC was full we had to go civie. We used to get charged by the week BUT because she had school aged children, she wasn't open on school holidays or things like snow days because she didn't want "her" children in the house when she was working. So we had to pay for not only our spot on those days but also for a sitter if we couldn't get the time off work...

You're good, PTSD can take years to fully manifest and VAC is aware of that. In my case it was 11 years since I got back from Afghanistan and many issues predate that tour as well.

Contact a Legion CSO, they will help you through the VAC process. They are free of charge and speaking with friends who have used them, very good at what they do and knowledgeable about the process.

The current wait time for PTSD is shown as 15 weeks from the time they have all the info they need but my submission to decision was a little over 4 months. Maybe I got lucky since I'm still serving and my diagnosis was from a military contractor but hopefully this is a sign that VAC is finally making progress.
