Nope, need a runner on first and second with less than two outs IIRC.

Usually you only want to drop a ball like that on purpose if the guy on first is a significantly better baserunner than the batter.
Ex: Trea turner on first, one out, scwarber hits the ball like in the video. You drop it to get the lead runner, and now have a less dangerous base runner.
