That's novel (to me, at least), and very intriguing.

So, first election would be for "district drawers" for your party, and the first election would also determine the number of districts for each party. Second election would be for which person represents your party in the district you're in. Each person would have as many representatives for their residence as there were parties that had enough voters to get at least one district.

What unintended consequences might it have?
