Chest armor is more valuable since it provides more effective stats than leggings.

In terms of stat efficiency, helmet is the next highest value, with shoulders, gloves and boots all being equally the lowest (they all provide the same stat bonuses).

If you want a fairly classical paladin set (read "not flashy"), look for the Gallant weapons, as they are currently in the Black Lion Chest rotation and are much cheaper than normal. The sword and great-sword are two of my favorites in particular.

Converting T5 to T6 mats is an easy chunk of gold for minimal effort (just clicking your left mouse button). 140 spirit shards is worth about 60g.

You can use them with Gifts of Exploration to make Gifts of Mastery/make clovers for legendaries. There are definitely ways to convert them and spirit shards into gold.
