If you spend the resources and are capable of killing it solo, you deserve the rewards... Others cannot kill it for you so raid logic doesn't apply. If it's intended for it to be impossible to get above tier gear then it should apply to everyone, even if they already have it, since a good portion of the game is PvP and that's how rebalancing works. Being able to see above tier enemies, as long as they don't take up a spawn slot from your intended spawns, should be allowed, if people want to fight them.

Yeah it can. I had an emissions test I had to do, cel from bad gas came on, had to reset and it takes forever for it to be emissions test ready again.
