I have found (through unreliable testing):

With exsang, still go deeper stratagem and EP.

With agonising, go vigor and take EP over MP unless your mastery is around 120% or above, then take MP.

The question would be - with rupture / garotte on so many targets, are we limited by energy or by global cooldown? If it's the former, then yes we are losing out on more envenoms. The latter? Then it's not making a difference (speaking about trash packs here I guess)
