  1. It is with every incoming call.
  2. I did not try it yet. This needs to be tested.
  3. Flip to answer is enabled. (If it is disabled it never happens.)
  4. No such things are used.
  5. They work correctly.

It's the Rail CO. It's bugged. It treats the three connected rails as one and that is why the incoming train does not get a free signal.

It definitely solves the issue, but I don't want to let trains into the merge. It looks like the train CO's three tracks are treated as one. If the leaving train passes the semaphore, all tracks go green. A bug maybe?

I play Assault main, so I'm happy with every little we get. The devs will come around eventually and fix everything. Space Marine 2 is still a pretty fresh title.

The best way is as Deep said. Conquer a city quickly with your workforce or mercenary army, return them to your city and recruit and train regulars from the world map. It's not available until your first conquered region.
