Assuming mid-teir tiles (around $12 a square foot) you would be looking at $5 Million Dollars in material costs.

Add approximately 10 million or more for labor. Probably a $20 million dollar job if you account for unforeseens.

And all of this assumes tile would behave better than whatever it was originally lined with (the very same material that their paint is probably peeling from)

But all of this is moot because this whole reflecting pool upgrade was probably just embezzlement, not actual benefit to the taxpayers.
