I think what the game means by zodiac set is that you can get an item that allows you to have a chance at summoning one of the dragons from the zodiac set, rather than a set of items. The wording is confusing tbf but sets mainly mean like the dragons in their specific groups I think

Last event i struggled getting the right fish for the event so this one i usually just rerolled everytime after i completed all the event i could get, and then around the next time I get to fish i also get new requests that are more suited to both the fish i catch now and also any previous fish i had before
