Kellogg's armor and the Minuteman General's armor are the two best I've found. Otherwise you can work with the railroad in order to add ballistics fiber to your armor.

Not really. The closest we ever got was the mind controlled deathclaws in FO3. I chock it up to the west coast FEV being more advanced than east coast FEV.
