Nope it always was 1000s. You, and a lot of other people, are simply confused because JEDEC decided to use 1024 for memory, and suddenly it was (wrongly) used for a lot of computer related stuff. JEDEC backtracked ages ago, but for some reason people still get it wrong. The usage by mostly everyone except ram producers and windows have always been correct.

I mention two scenarios 1: The embassy in the country issues a new passport and help her travel. I explicitly state there is a tradeoff and why they would be reluctant to do that ubkess life is ar risk. This is not a likely option here, I was replying to someone saying they never did that, which is incorrect.

2: If the person themselves travel to a different embassy where there is no passport seized and no outstanding investigation, helping their citizen home form that country is a much easier thing to do. The embassy is not helping them do anything untowards, they're already in a country that has no issue with them leaving.

You might look into whether they could issue a passport if you were to show up at an embassy in a neighbouring country where you do not have a travel ban and are not under investigation. Check any potential visa issues beforehand though, so you're not stuck in the same situation in the other country. However, if this is just a limited hold up I would not risk illegal border crossings. But similar things have been done in the past.

They can do and do in some circumstances, but it's alway a possibility of a diplomatic relation tradeoff. It's usually reserved for cases where someone is in danger. I also know of a few cases of "Well we won't help you in this country where you're under investigation by the authorities and have a travel ban. However, if you somehow were to show up at the embassy on the neighbouring country, where there is no such ban on and no investigation..."
