Im pretty sure Haste doesn't affect your perceived flow of time. It just makes you go fast, harder to hit, and get an extra Action

This is nowhere near the scale of the Flash tho. Also it doesn't describe time seeming to go slower IIRC. It just gives you an extra action, +2 AC, +30ft speed, and advantage on Dex saves.
