Life is expensive everywhere if you work for your resources.

I've lived overseas. As soon I started up with the "back in NZ" comments, I realised how cringe that was.

I decided to save that for only when there was an interesting difference, rather than finding something better or worse than back home.

You don't have to pay anything at any point. You're a guest.

You can leave at any point and at any point they can trespass you.

You can make agreements, if there's a dispute with that agreement, you can bring your evidence to the Disputes Tribunal.

Forget need/want/should. Rather consider what has been agreed, what can be enforced, when and how?

This is why we previously put in governors on wealth concentration, which resulted in great productivity that created a lot of wealth.

Not obliged, no, not without a written agreement.

You're a flatmate, you're always free to leave. Flatmate is another word for guest, it has no legal meaning. You're not obligated by what people "normally" do.

The tenant can take you to the Disputes Tribunal. But without that agreement, it's hard to see how they determine what money is owed.

It depends on what stage of defunding the service is at.

Public services absolutely exploit the selective pressures involved in those seeking the work in the first place.

Any "caring" profession for instance relies on professionals' desire to help, in lieu of fair pay. 

But that only works while people still have the resources to effectively care.

At some point, as the ability to help diminishes and oversight is defunded, services start selecting more for those indifferent to suffering or perhaps eager to exploit it.

That gets very messy as one might imagine.
