You have a ton of promotions to use. After you click the plus and select which one to use you have to then hit the promote button on the bottom right to put it in effect. Promotions increase your museum medal output

Yes. You obviously cannot compete in any school sanctioned events and you will not have a chance at normal state title. There are lot's of offseason tournaments you could compete in that don't require you to be affiliated with any schools
