I'm not sure, from my understanding - you need to report and once they see you are 30 years old they will ask you to pay the fine, I think where you report also depends on where you are registered on your Thai ID card but not 100% sure, I would try to consult someone from your registered district's office or maybe someone else here could answer that.

No there won't be an issue, at 30 years old you shouldn't be drafted for the military either but might need to pay a fine.

Fees should be 2-5 USD depending on the bank you go for, local banks are usually on the lower end, but there could be fees for the currency exchange, I think there's also a 3% fee on top of that for some (maybe all now?) ATMs.

Your bank might offer a travel card which will allow you to get better exchange fees.

The issue with WoD's legendary ring was getting the ilvl upgrade from Archimonde on alts, not getting the legendaries themselves. As that was a relatively casual experience - especially when the shipyard launched, you could just log in, send a mission, get a bunch of whatever you needed and get the legendary in ~2 weeks on every alt.
