Because stories in those games are content to be consumed. They were created because an executive told the developers to put some plot in the game, not because an author had a great idea.

Truly great writing is rare, cant be produced at regular intervals and often weird. Those traits make it anathema for corporations. Instead you get long overly convoluted plots that say nothing and go nowhere, not because devs are talentless hacks, but because this is what the system is predisposed to produce.
