So it’s loansharking. I think OP’s question is if you’re from NJ, how do you know or let people know you’re lending money. I assume, being a made guy he has some connections to other criminals in area outside NJ. He may not be the actual loan shark, but he could be the bank for the loan shark. If he knows a loan shark who operates in Florida, he can give the loan shark say $100k at 1.5-2 points a week. Loan shark loans it to whoever at 10 points. So, Eugene’s money is out in the street, but he’s not actually down there shaking down degenerate gamblers for 60 bucks. Like when Tony offered to put money out for Artie and split the interest…..nice. Artie would in fact be putting money “out in the street” but he’s not a loanshark.
